Transcript, Certificate, and Training Record Withholding Policy
Last Updated: July 31, 2026
Taylor's CDL Training LLC
Taylor's CDL Training does not withhold transcripts, certificates of completion, or federal training records because of an unpaid balance.
If you completed your training, your records are yours. An unpaid balance is a billing matter between you and the school, and we handle it as a
billing matter. It does not affect your ability to get a job, take your CDL test, or move forward.
Federal Training Provider Registry reporting
Taylor's CDL Training is an FMCSA-Registered Training Provider. Federal regulation requires us to submit entry-level driver training records to the Training Provider Registry after a student completes the required training. We submit those records regardless of account balance. We will never hold back a Training Provider Registry submission over money owed, because doing so would prevent you from taking your CDL skills or knowledge test.
Employer-sponsored and company-paid training
When an employer sponsors a student, the employer is responsible for payment under a separate training agreement between the employer and the
school. The student is not responsible for the employer's balance. If a sponsoring employer does not pay, we pursue that with the employer
under our agreement with them. We do not withhold the student's transcript, certificate, or Training Provider Registry submission because
of an employer's unpaid invoice. That is not the student's debt.
If an employer-sponsored student later becomes personally responsible for any portion of the cost, that will be stated in writing in the student
enrollment agreement before training begins.
Your rights under Colorado law
Section 23-5-113.5, C.R.S. limits when a postsecondary institution, including a private occupational school, may withhold a transcript or diploma over student debt. Even where a school is otherwise permitted to withhold, it may not do so when the student needs the record for:
- a job application
- transferring to another postsecondary institution
- applying for state, federal, or institutional financial aid
- pursuing opportunities in the military or National Guard
- pursuing other postsecondary opportunities
Taylor's CDL Training LLC goes further than the law requires. We do not withhold these records for any reason related to an unpaid balance.
Payment plans
If you owe a balance and need help with it, contact us. We would rather work out a payment plan than send an account to collections.
